Which is impossible to attain without Fortifying it, so you're going to want some option to Fortify either your Skill or Intelligence. Enchanting a Daedric Tower Shield (the item with the highest enchanting points) with a constant effect enchantment will have the same limitations if a Golden Saint's soul or Almalexia's soul is used. I remember as a kid having a frost and fire glove on touch enchantment and could spam them to kill big bad enemies in seconds #1. I'm already using a full set of Exquisite clothes and rings to give me constant effect 100% magicka resistance, and an amulet that refills my health (5 pts/second, constant).
